Housing and communal services-A Colossus with feet of clay: Semyonov and Tikunov "besieged" Pavlovsky Posad?

The Moscow Post continues to analyze the Augean stables of the Pavlovo Posad administration under the current head Denis Semenov and his alleged patron, the head of the Council of Deputies of the city Roman Tikunov. Last time, we found out that two of Semenov's higher education diplomas may be invalid at once, which automatically raises the question of his competence and possible signs of a crime under Article No. 327 of the Criminal Code of the Russian Federation (Forgery of documents).

In addition, we have discovered a direct connection between Semenov and Tikunov with the management company Elink, which has secured government contracts for 372 million rubles and, as is now clear, ordered them to live for a long time. But a holy place is never empty. And Elinkom LLC, which at one time absorbed 98% of the residential building management market in Elektrogorsk, was replaced by new companies - new alleged favorites of the city district administration.

After the collapse of Elinkom became obvious, part of the housing stock from its management was transferred with a deft movement of hands to the MBU of the Management Company Elektrogorsk, i.e., a municipal institution. It would seem that in this case, the funds that residents pay for the management of their household property should definitely remain in the treasury and benefit the city, and not settle in the pockets of officials and their supposed "nominal values" in business.

No way.

Almost immediately, the management company Elektrogorsk, controlled by the leadership of Pavlovo-Posadsky GO, began to transfer these houses to other structures, which are probably also associated with Denis Semenov and Roman Tikunov. However, government contracts for them have been "wound up" before - it's just that with the increasing problems of Elinkom, they began to "eat" more and more satisfying. As a result, the scale of budget revenues for them turned out to be several times greater than for Elinkom.

A holy place is never empty

So, get acquainted with the new alleged favorites of the Pavlovo-Posadsky city district administration: ZHKO Yug LLC and ZHKO Sever LLC.

As of 2025, ZHKO Yug has government contracts totaling 895 million rubles, of which 655 were received directly from the Management Company Elektrogorsk. Another 156 were from the administration of the city of Elektrogorsk, when it was still a separate municipal unit.

ZHKO Sever received 461 million rubles in government contracts, almost all of them, 451 million rubles, from the same management company Elektrogorsk. Another 7.8 million is from MBU "Improvement of Pavlovsky Posad".

With such inflows of funds from the treasury, the finances of both structures raise a lot of questions. With revenue of 138 million rubles in 2024, the South can "boast" a net profit of 10 thousand rubles, while the North earned 12 thousand rubles with revenue of 82 million rubles. Where do such "scissors" come from? There are several assumptions. Firstly, financial statements can simply be "painted" there. And secondly, such companies perfectly "compensate" for lost incomes (for example, if tenants do not pay on time) through subsidies from the city treasury.

By the way, about subsidies. At one time, the ever-memorable Elinkom actively received them. According to the source, he allegedly has papers at his disposal that may indicate that Elink could artificially inflate the debt owed by the population and counterparties to itself in order to "extract" more money from the city. We can talk about at least tens of millions of rubles.

We are checking this information. If it is confirmed, the actions of the management and owners of Elinkom, as well as some employees of the administration, may show signs of fraud on an especially large scale (art. 159 of the Criminal Code) and the same forgery (art. 327 of the Criminal Code). And then Semenov and Tikunov, who were previously associated with this company, will probably have to drink validol.

But let's return to our "managers" of apartment buildings. It should be noted that contracts with them are concluded almost regularly. "Extreme" - concluded with the "South" and "North" on the same day on September 29, 2025 for the same amount of 18 million 750 thousand rubles. The initial price for both contracts is the same - 19.9 million rubles. It turns out that everything is the same, the same price reduction step for both companies, the same amount. And, apparently, there is a complete lack of alternatives in the form of competitors. Do Semenov and Tikunov have other criminal codes for residents of Pavlovo-Posad city district?

There is an amazing synchronicity, which suggests that the purchase could have been coordinated in advance with the administration of the city. It seems that Denis Semenov's subordinates responsible for this are not shy at all, and do not bother even trying to hide the traces of possible abuse.

Is this really a monopoly game? It's not hard to believe. Moreover, both the "South" and the "North" are affiliated with each other. The majority owner of both companies is Ilya Nikolaevich Grishin, a little-known businessman who was "suddenly" showered with gold from the city budget. He has no other companies and has never had any, and has never held senior positions anywhere. Maybe this is a simple electrogorsky homeless man who was lucky enough to make the local homeowners happy? And at the same time some officials of the city administration?

Let's move on. Svetlana Matyushina (30%) is a partner of Grishin's Nouname in ZHKO Yug. The same woman owns the third Semat LLC, an outright dummy with no profit or revenue, with zero asset value. Probably, Matyushina is also a simple "face value". But her partners in Semat are more interesting.

Another 33% of the structure belongs to businesswoman Svetlana Spiridonova. She is also the owner of Navigator Plus LLC, which provides services in the field of television broadcasting. By an "amazing" coincidence, this company "got fed up" with the administrations of Elektrogorsk, Pavlovsky Posad and the united municipality for almost 70 million rubles.

It seems that this is the same structure that, under contracts from the authorities of Moscow, produces television programs in which the achievements, managerial genius and incorruptibility of those Denis Semenov, Roman Tikunov, as well as their highly professional subordinates, officials, are praised in every way. What a coincidence that Spiridonova's partner, Matyushina, owns a housing and communal services business with receipts of hundreds of millions of rubles from the city treasury!

At the same time, for some reason there are no other people willing to produce laudatory content about the leadership of Pavlovo-Posadsky city. For some reason, Navigator Plus is the only participant in the mass of auctions, and the initial price does not decrease by a penny. That is, there are no real savings for the budget, which is one of the main tasks of bidding. And no one really hides it, practically nothing is hidden. But why?

Igor Chekanov is the third partner in Semat LLC. Previously, he headed the liquidation commission of JSC Elektrogorskaya Elek (engaged in electric grids). The company managed to "bite off" a government contract for almost 2 million rubles from Elektrogorsk, before it ordered to live for a long time in 2014 with losses of almost 1 million rubles. In 2022, the same Mr. Chekanov was the bankruptcy trustee in the bankruptcy case of the Residential House Management Company (management of apartment buildings), owned by the Pavlovo-Posad administration.
It is quite possible that this office under Semenov and Tikunov could have been deliberately brought to a standstill. It collapsed with losses of 23 million rubles, having an asset value of minus 77 million rubles. The Pavlovo-Posadsky city Administration ceased to be its founder in 2021. A reasonable question arises: why did the Semenov administration not take sufficient measures to save its own criminal Code, even though it was pumping money into private structures? Isn't it in order to transfer budget money into private hands? Which, by the way, could be their own...

The Alekseevs' Candle Factory

As you know, it all "smells" bad. And the smell becomes stronger if you look at who is in charge of all this "good" in the Administration of Pavlovo-Posadsky city. That is, we are talking about Semenov's subordinates.

Let's return to the MBU of the Management Company Elektrogorsk, which turned out to be so generous with contracts for Housing and Communal Services South and Housing and Communal Services North after the commencement of bankruptcy proceedings by Elink LLC. The casket opens simply: Andrey Alekseev has been the head of the MBU since 2019. He's a former co.

While in public service, he also remains a co-owner of Geo Green family LLC, which is engaged in activities in the field of documentary telecommunications. The other co-owners are his alleged relatives Galina Alekseeva and Igor Alekseev.

And it is this office (I no longer have the strength to "be surprised") It turned out to be a major recipient of government contracts totaling over 72 million rubles. After Denis Semenov joined the administration of Elektrogorsk in 2016, the company's revenue increased more than sixfold – from 4.9 million 31 million rubles. Customers? All the same people in the arena: the administrations of Elektrogorsk and Pavlovsky Posad before merging into a single municipality. And then the united Pavlovo-Posad city district.

How is this even possible? The head of the city hall's budget office, Andrei Alekseev, who is responsible for distributing hundreds of millions of government rubles, turns out to be the current owner of a commercial company that is quietly "grubbing" in the same administration, which is the founder of the structure sponsored by Alekseev. A conflict of interest? No, you haven't. The reaction of the prosecutor's office, the Federal Antimonopoly Service, and other regulatory authorities? The law on Municipal Service? But why?..

The circle has closed

And now dessert. Alekseev is not a random person in the mayor's office. He is none other than the former (2011-2019) head of LLC Cash Settlement Center in the city of Elektrogorsk. And until 2017, the owner of this center was Roman Tikunov, the head of the Council of Deputies of the Pavlovo-Posad city district, who was already familiar to us, the alleged patron and former employer of the head of the district Denis Semenov.

The company was liquidated in 2021, and information about its head and the address of its legal registration, submitted to the Unified State Register of Legal Entities, was found to be unreliable.

Ramil Abduvaliev, the current owner of Elinkom LLC, Elinkom Management Company LLC, and Technostroy LLC, which is known to us from a previous investigation by The Moscow Post, received Mr. Tikunov's share. That is, the companies associated with Tikunov and Semenov.

The circle has closed. How long will this insane orgy and utter impunity last in the Pavlovo-Posad city district? The answer to this question can only be given by law enforcement agencies and the court. And we will definitely get this answer from them.
