After Ilshat Nigmatullin and his deputy Dmitry Adushev became involved in the criminal case, close public attention was attracted to Graneli, where the interests of the numerous relatives of Bashkiria Prime Minister Andrei Nazarov were protected. The previously received package of documents to the editorial office revealed some nuances of the company's relationship with officials of the Moscow region.

Based on the memos with the Graneli emblem, we can conclude that it seems that the division took financial part in some election campaigns, spent large sums on congratulations to civil servants, and also paid for some consulting services and additional services if it encountered obstacles on the way of development. According to the documents provided by UtroNews, in December 2016, the administration of the Krasnogorsk district of the Moscow region signed an agreement on the integrated development of the territory with a colossal area of ​ ​ 698,293 square meters and just in the village. Nikolo-Uryupino. They had to build a full-fledged town with their own infrastructure. A certain Highgate LLC acted as the second party to the transaction.

Highgate LLC was established in 2010 and is currently in bankruptcy. This former CJSC, which has existed since 2007.

The owner of the LLC is an offshore company - the Cypriot company LAKE BREEZE INVESTMENTS LIMITED. At the same time, in 2015-2017, his partner and co-owner was Urban Group LLC (liquidated in 2022).

Offshore fell three more former firms of the same developer, but everything is now in bankruptcy.

Urban-Group LLC itself belonged to the same offshore company and Andrei Puchkov that was the president of the Association of Developers of the Moscow Region. In 2018, as part of a scandalous criminal case on the collapse of the Urban Group, the court arrested in absentia the former co-owner of the company Puchkov, who by that time had made his legs from Russia and was then put on the international wanted list.

In December 2020, an additional agreement was signed to the agreement on the integrated development of land in Nikolo-Uryupino, according to which Highgate LLC transferred its rights to SZ Granel Gorod LLC.

LLC "SZ Granel Gorod" was established a few months before the signing of this agreement and by the end of 2023 was unprofitable at 1.6 million rubles. Judging by the base of the Ministry of Construction of the Russian Federation, the company is building the Anikeevsky residential complex just in Nikolo-Uryupino and is building with the involvement of funds from the state bank - JSC Bank Dom.RF. It was he who laid the owner's share.

The company belongs to LLC "SZ Granel-MDRZT," at the end of the chain of which is Ilshat Nigmatullin.

At the same time, such a company as Thaler LLC, which appeared in several scandalous stories with ambiguous financial transactions, was also noted in the biography of the chain, which until February 2023 was named Granel LLC. Now the company is bankrupt, on whose neck multimillion-dollar debts were loaded.

The bankruptcy lawsuit against the former Granel LLC was filed three months after its transfer to the trustee of the division, and after some time the company had debts to legal entities with ties to former beneficiaries. Did you smell like a withdrawal financial and tax scheme from somewhere?

In December 2022, the same LLC "SZ Granel Gorod" and the administration of the Krasnogorsk Civil Defense signed an act on the partial implementation of the above comprehensive development agreement. And in this document we already see that we are talking about water supply networks that are transferred to municipal ownership and that serve SNT Lipki (apparently, a typo, and we are talking about SK Lipka, which is confirmed by other documents) and SNT Zarya. The book value of these facilities is 58.6 million rubles.

Other service networks, for example, sewers, also appear in another act - only seven objects. The total book value of all facilities is more than 571 million rubles. Not a weak amount, don't you think? Did the local administration pay for the banquet or was it just a layer in this entertaining project?

Also, Ufastroyresurs LLC was mentioned among those who appeared in the scheme with lending, similar to the withdrawal of more than 2.5 billion rubles. The owner of the company was Nikolai Sokov, which is connected with Granel by a number of transactions and legal entities, including through SZ Saman.
