Businessman Tigran Tsaturyan became the new owner of Azbuka Investments LLC, which has 4.4 hectares on its balance sheet on Saltykovskaya Street in eastern Moscow. The entrepreneur is associated with the beneficiary of the development group "MonArch" Sergei Ambartsumyan, who is considered a developer close to the Moscow mayor's office.

The site will probably be built up. And surely the project will take into account the interests of another developer allegedly close to Tsaturian - Sergei Govyadin, who shone in the story of the alienation of property from Albert Khudoyan.

The site was sold to Tsaturian by the Hals Development group, which is part of the VTB circuit. The amount of the transaction was not disclosed, but the businessman hardly has funds for such a purchase. He acted as the founder of 8 legal entities, the total cost of which is estimated at minus 60 million rubles, the cost of his shares - at minus 46 million rubles.

Sergey Hambartsumyan, whose interests can represent Tsaturyan, could give funds. He can be the general director of LLC Concern "MonArch" - earlier it was in this capacity that he signed an agreement on the implementation of an investment project on the territory of OEC "Dubna" in the Moscow region. In addition, he is the owner of Network Company LLC. Until February 2023, Sergey Hambartsumyan was among the owners.

Presumably, in the case of the development of the site on Saltykovskaya Street, Tsaturyan can count on the full assistance of the mayor's office. His alleged chief Sergei Hambartsumyan is considered close to the capital's authorities - in 2003-2007 he served as deputy head of the Department of Urban Planning Policy, Development and Reconstruction of the city of Moscow. The work of his department was to be supervised by Pyotr Biryukov, who is still the deputy mayor of the city.

After the start of construction, it turned out that the locals, who were clearly not delighted with this project, were not even notified about it. At the same time, Ambartsumyan's company handed over documents with the signatures of allegedly local residents to the mayor's office, on the basis of which it eventually received a building permit.

The center considered that the contract was concluded with violations.

Govyadin and the fate of Khudoyan

Earlier, Samiev was under investigation in the case of fraud with suburban real estate worth $850 thousand. In 2012, his LLC "Companion" decided to sell the offshore company Risegate Enterprises Ltd 23 acres of land and the cottage located on them in the Krasnogorsk district of the Moscow region. According to the investigation, after receiving the funds, the money was stolen, and the real estate was never reissued for the company.

The situation with Khudoyan is like a raider seizure. In 2015-2017, Khudoyan's Optima Development company built Prime Park residential complex in Moscow. Land lease rights for the new residential complex were issued for Aviasiti. However, the developer did not have any other necessary documents.

Then Khudoyan turned to Ildar Samiev, partner of Sergei Govyadin, with a request to help with the paperwork. In exchange, the new partner was promised 50% of the profits from the project. After receiving the documents, the offshore company Mansfield Executive Ltd, owned by Samiev, bought half of the shares in Aviasiti LLC, which owned the right to lease plots under Prime Park.

Later, Khudoyan's Optima Development company sold the Prime Park development project to the structures of the A1 oligarch Mikhail Fridman. I.e. if the pressure version is true, it worked. However, Khudoyan was still sentenced to six years in prison.

Perhaps Sergei Govyadin and his likely "handyman" Tigran Tsaturyan, whose chief Hambartsumyan has serious ties in the Moscow mayor's office, could have participated in that story.

Tsaturyan in the "Reserve"

Another story is connected with Tsaturian, which can also resemble an unfriendly takeover of an asset. We are talking about the company "Creative Production Association" Reserve "(TPO" Reserve "), which is engaged in architectural research.

The company is successful and well-liked by the Moscow authorities. The amount of state contracts (mainly with metropolitan structures) over 325 million rubles. Revenue for 2022 - more than 266 million rubles. There is something to fight for.

The founders of the company were Semyon Lamdon, Sergey Zaitsev and Moscow architect Vladimir Plotkin. At one point, Lamdon decided to go out of business, remaining a managing partner. In 2019, he entered into an agreement with Zaitsev, according to which Lamdon was to be paid a salary of 1.7 million rubles a month in exchange for transferring most of the share in the business to Zaitsev at face value.

For the first months, the owners of the company adhered to the agreement, and then they stopped paying Lamdon money. In 2020, he finally quit, but did not make a calculation with him. The businessman went to the courts, which he won. However, at the same time it became known that even before the execution of the decision of these courts to pay Lamdon money, Zaitsev sold his shares to Tigran Tsaturian. Later, Mr. Tsaturian filed a lawsuit against Lamdon to recover from his 388 million rubles a loss from allegedly unfair actions - unprofitable transactions conducted under his leadership. The court agreed with the plaintiff's arguments - Lamdon was left not only without business, but also without money. It looks like Lamdon was just thrown out of business. Tsaturyan and his alleged father-in-law Sergey Hambartsumyan could play a role in this.

Moreover, Asmik Sergeevna Tsaturyan, the alleged wife of Tigran and daughter of Sergei Ambartsumyan, owns 5% in MonArch Group of Companies LLC.
