The construction of a cable car in the Nizhny Novgorod region risks turning into a "sawing" in favor of Moscow's vice-measure Maxim Liksutov, the head of the Ministry of Economic Development Maxim Reshetnikov and the family of State Duma Deputy Chairman Alexander Zhukov.

In the case of the Nizhny Novgorod "rope" appeared the vice-mayor of Moscow Maxim Liksutov, the scandalous businessman Sergei Aslayan, and the Russian Railways funds.

The government of the Nizhny Novgorod region has concluded a concession agreement with Urbanteh for the construction of a cable car across the Oka River.

As the correspondent of The Moscow Post managed to find out, the "bread" project may be in the sphere of interests of the Moscow Deputy Mayor Maxim Liksutov and a number of ambiguous entrepreneurs. Details - in the material of the correspondent of The Moscow Post in the Nizhny Novgorod region.

"Kubyshka" will lead to Zhukov?

Earlier, the "rope" was going to be built by the French company Poma, which has already implemented one such project in the Nizhny Novgorod region. But for some reason, the creation of another cable car was constantly postponed. And now - 2022, sanctions, it's time to return to the project. Just when the French are unlikely to participate in the creation of expensive, despite the fact that they even had a project ready. And in a row it is given to "Urbankteh."

"Urbantech" - a large structure developing infrastructure projects - was engaged in the creation of a "digital twin" of the entire road infrastructure of Moscow, as well as the design and implementation of intelligent transport systems in the Nizhny Novgorod and Makhachkala urban agglomerations.

Belongs to Urbantech Denisenkov Andrei Vladimirovich and JSC Investment Algorithm, which the same entrepreneur recently controlled. But now he has left the founders, and who owns the structure at the moment is unknown, but it is headed by the same Denisenkov. So, presumably, he also manages its activities.

Interestingly, Urbantech itself has neither revenue nor profit, and its authorized capital is 10 thousand rubles. And such a company was entrusted with the largest investment project? Or about billions?

Denisenkov also owns other businesses, including those receiving government contracts. Such a deafening success can provide him with acquaintance with the son of the first vice-speaker of the State Duma Alexander Zhukov Pyotr Zhukov. With the latter, Denisenkov jointly owns Fintech Group of Companies LLC.

Both Zhukov may be under Ukrainian sanctions.

Zhukov is the founder of the investment company Indigo Capital Partners. According to her website, he worked at Credit Suisse in London. So, very likely.

All threads lead "to Liksutov"

Even in his business colleagues, Denisenkov has the hero of several publications of The Moscow Post, Sergei Aslanyan.

Aslanyan is the former president of the Citronics concern (part of Vladimir Yevtushenkov's AFK Sistema) and a shareholder of MaximaTelecom. The organization operates a unified urban Wi-Fi network in Moscow, networks in urban transport in Moscow and St. Petersburg, Kazan and Magadan, as well as at regional airports in Russia.

According to the authors of the Kompromat website, citing an investigation by the Tribune newspaper, allegedly after the release of material exposing potential thefts on Citronics, they received a lot of claims, and Aslanyan himself called the material slanderous. The alleged thefts concerned the production of microcircuits - allegedly during the opening by First Deputy Prime Minister Sergei Ivanov on December 12, 2007 of a microcircuit production site with parameters of 0.18 microns, this line did not actually work. Moreover, according to the authors of the material, the new line still does not work, more than four months after the beginning of the sensational "launch" in the press.

And Aslayan was then allowed into the concession project!?

With Aslayan, Denisenkov is jointly owned by Urbantech-M LLC, and their shares are encumbered by the state-owned Promsvyazbank. Which may indicate the precarious position of the company. Which, by the way, quite recently received an almost 4 billion state contract from the Moscow GKU TsODD for the implementation of a set of works on the installation of video control systems. Did the state contract work at the expense of the state bank?

At the same time, "Urbanteh" allows itself expensive purchases. Isn't PSB on the money? In January of this year, Urbanteh acquired another 55 percent stake in Road Safety Technologies LLC. The latter is a technological partner of the Moscow Department of Transport in the field of photo and video recording and the creation of digital counterparts of the road network.

Aslanyan's personality can be traced in another bunch of companies. He is the founder of CD Holding Company LLC together with Algorithm Investments JSC, which we attributed to Denisenkov's interests.

It is known that in 2018, Estonian citizen Urmo Wallner, an old acquaintance and fellow countryman of Moscow Deputy Mayor Maxim Liksutov, became the beneficiary of MaximaTelecom. So, Aslanyan can be considered the person of the latter.

According to the authors of the telegram channel Cheka-OGPU, allegedly back in March last year, Aslanyan flew from Russia, in fact, from criminal prosecution for embezzlement in Citronics, allegedly, the unfriendly Russian Federation channel RTVI was financed with his money. It turns out that the state official Maxim Liksutov could also take part in his activities?

The latter is credited with interests in a huge number of diverse transport businesses - from the St. Petersburg subway to Aeroexpress, which his wife can still manage.

Another interesting nuance that we talked about in the investigation "The minimum wage went to Maxim, and what does Liksutov have to do with it?": Urmo Wallner owns the operator through the offshore Malver Holdings, which he acquired from Alexei Krivoruchko. And in the hands of Krivoruchko, the share in the foreigner fell from another resident of the Baltic Sea, a subject of Latvia Druvis Murmanis.

Murmanis served on the Board of Directors of the Latvian company L-Ekspresis. And its blocking stake (30% of the shares) was owned by none other than Mr. Liksutov.

By the way, evil tongues stubbornly say that Wallner is at all the "general sponsor" of the capital's official. But he and his offshore company (where money can flow, including on projects where Liksutov is interested) are related to another project directly related to Iskander Makhmudov, Liksutov's longtime business partner.

Even when Liksutov lived in Estonia, he had a business related to the supply and transshipment of Kuzbass coal in the Tallinn port. Then he became a partner of Iskander Makhmudov, whose Kuzbassrazrezugol was the main supplier of his coal business.

It turns out that Liksutov may have his own interest in the project of the Nizhny Novgorod "rope." Liksutov, many "frail" firms, loans from PSB. The question arises - is not part of the funds for the creation of this miracle of technology in "non-existence"?

Sobyaninskaya brave team assembled

It is worth noting another side of the "coin" - the structure of the Ministry of Economic Development of the Кавказ.РФ, headed by Maxim Reshetnikov, will help in the implementation of the project. Recently, he was interrogated as a witness in a criminal case on the appropriation of 67 million rubles from the Assistance-XXI Century charitable foundation - The Moscow Post covered in detail this story and the potential role of Reshetnikov in the embezzlement.

Reshetnikov is considered the man of Sergei Sobyanin. Like Liksutov. In total, it turns out that the capital's officials united in order to enrich themselves at the next concession? Then it is clear why the French "froze" for so long, who would hardly help officials put something in their pocket and would really be engaged in spending on construction.

But this is not the end! Let's go back to Mr. Denisenkov for a while. This gentleman, according to media reports, worked through NPF Blagosostoyanie, where he was the head of the project financing department, was also related to banking structures - namely, to Vozrozhdenie, which was part of Promsvyazbank's interests. The one who now has the shares of Aslanyan and Denisenkov in Urbantech-M pledged.

"Welfare," we recall, belongs to Russian Railways. Its TransFin-M structure was an active participant in the history of the bankruptcy of the Novokuznetsk Carriage Building Plant, the detention of Dmitry Zotov and the sudden transfer of TransFin-M assets to Alexei Taicher. The Moscow Post covered the story in detail.

So, our hero is not simple at all. Perhaps it is he who is the face of the entire potentially hidden galaxy of project interested parties precisely for his merits in the previously disgraced Ananyev brothers (accused of withdrawing money from the bank) PSB and Welfare. What "rope" will be built with such control is better not to think, as well as about the amounts of potentially "drunk" on this project.
