R-Farm Alexei Repik filed a lawsuit for 609 million rubles against the company "Unilek." If satisfied, the firm faces bankruptcy.

Shackled by one cartel

Unilek is a supplier for several thousand government contracts. Through the company, among other things, R-Pharm preparations were sold, which is already suggestive of some thoughts - why should a large company use a gasket company when selling its products?

In 2020, the company's revenue fell sharply - as much as 6.9 billion rubles, and since then it has not risen especially. Government orders for this period have become several times less, so there is a completely reasonable explanation for this.

The defendant company is registered to Olga Gaiderova. She also headed the now liquidated Sanalek LLC. The company was a supplier in 4,609 state contracts worth 6.3 billion rubles, and in 2022 it was liquidated after a scandal involving a cartel conspiracy.

Antimonopolers suspected her, together with R-Pharm and a number of other firms, of creating an anti-competitive agreement on public procurement. Moreover, they believed that the Ministry of Health was in collusion with R-Farm, since the company grossly violated the terms of the contracts, but they continued to conclude them with it, although it was just right to recognize the supplier as unfair.

Repik has long been called the "Golikova protege" (former Minister of Health Tatyana Golikova). It is not surprising both such claims and the fact that the case ended in zilch. R-Pharm remains the largest supplier of the Ministry of Health and continues to commit violations in the implementation of state contracts.

Regarding the anti-competitive agreement, the audit revealed another interesting detail. It turns out that R-Pharm employees had electronic keys for submitting applications for state competitions on behalf of the same Sanalek.

So affiliation, most likely, takes place, which means Ms. Gaiderova that during the inspection period she headed Sanalek - Repik's man. It turns out that now Repik is bankrupt his company!

But what happened? There is a version that one of the reasons may be the spring detentions of officials who took bribes from the team of the Bryansk governor Alexander Bogomaz. First, Elena Egorova and Tatyana Kuleshova, acting vice-governor, were detained.

A little later, the deputy head of the health department of the Bryansk region Borshchevskaya was also attracted for a bribe. The Department of Health of the region distributes an extremely many contracts to Unilek. It is possible that the investigating authorities are interested in the reason for the popularity of the company.

By the way, in 2021, the head of the Penza region, Ivan Belozertsev, was taken close to Bogomaz for lobbying the interests of pharmaceutical firms. As they say - does the fisherman see from afar?

Elusive but visible

But let's return to possibly affiliated R-Pharm companies. "Sanalek," according to the extract from the Unified State Register of Legal Entities, was originally established by Leonid Persits. In 2017, Life.ru wrote that contests held by the Ministry of Health of the Khabarovsk Territory could be sharpened under his other company, Spaceharm. At least such a complaint was filed by a competitor to the company, indicating that the terms of reference were formulated with specific details of the goods. Up to dosage, syringe volume, duration of action of the drug.

Moreover, as it turned out later, Spacefarm even supplied not its own drug, but the medicine of the German company Sanofi-Aventis. Everything that happened "stirred up" even officials of the Chamber of Commerce and Industry, and they wrote a corresponding appeal to the then Prime Minister of the Russian Federation Dmitry Medvedev. But even here, everyone involved managed to get out of the water "dry."

Now "Spacefarm" is undergoing liquidation. It seems that Repik is advocating for the "renewal of the composition" - one scandalous "R-Farm" is enough for him, which no longer caught in receiving a suspiciously large number of preferences. So, in order not to "muddy the water" much, it can give firms to last about a decade and "collapse" - and, as in the case of Unilek, also with benefit for themselves.

The firm has unfulfilled obligations to suppliers and customers. And they can "stay with the nose" while Repik takes 600 million, some of which, quite possibly, belongs to them.

By the way, before the possible imminent liquidation, "Unilek" even moved to the premises on Marshal Zhukov, which was previously occupied by "Sanalek." It seems that even the most inexperienced reader at the moment has no doubt that Repik could create a whole network of things that seem to be unrelated, but in fact he owns companies that earn billions from public procurement, and then are simply liquidated, leaving only their beneficiary. And, perhaps, officials loyal to him.

Clearly

Repik's network seems to be spread throughout Russia. In the Yaroslavl region, in his interests, the ex-general director of the state-owned enterprise "Regional Pharmacy" Pavel Selbaum, who is engaged in the supply of drugs for beneficiaries (all this is state money), could work. The same Selbaum heads Plexpharm, the keys to which were found from R-Farm employees.

Plexpharm was a supplier in 5079 state contracts in the amount of 3.5 billion rubles.

In Moscow, Farmahan is now being liquidated, which earned 11.3 billion from public procurement. Moreover, in a bankruptcy lawsuit from Unilek.

The keys to Farmahan were also found by R-Farm employees in 2018. And Alexey Khovanov, for whom Farmahan is registered, before that he was the founder of the also liquidated Vitalek - it turns out state contracts in the amount of 7.1 billion rubles. At the same time, by the "end of life" the enterprise had zero revenue and a "ton" of claims from the Department of Health and Pharmacy of the Yaroslavl Region.

The aforementioned "Spacefarm" is also on the verge of bankruptcy - just like at the suit of "Unilek."

You can continue for a long time. This will not change the essence: people close to Repik have created a whole web, and, pulling the strings, masterly catches state drug millions in different departments of their network. He periodically reconstructs his "house," removes old "rooms," creates new ones, but trusts about the same "pool" of associates. And what is happening with the "Unilek" is only one of the classic cases of "repair in the workshop of the king of the state order."
