A big fan of hiding his business interests behind screens from proxies, oligarch Albert Avdolyan could enter the construction and hotel market of Kaliningrad through Rodion Treasure, a native of Rostec. Next to the deal loom traces of the family of the Moscow Region Governor Vorobyov, credited and experiencing problems of the Samolet Group of Companies.

The new partner of a person close to Avdolyan was Diana Beloenko, the beneficiary of the February-Stroy Group of Companies, which may be associated with the Samolet Group of Companies.

The son of the former mayor of Kaliningrad, Alexander Yaroshuk, also inherited history.

The details were found out by the UtroNews correspondent.

In December 2024, Rodion Treasure became the owner of Pushkino LLC, which works in the hotel sector and was created at the same time. The Kaliningrad company appears as the legal successor of Pirogovo LLC, registered at the same address and operating in the same area. The owner of this LLC Treasure became a year ago - in the fall of 2023, but, apparently, the company was in the "storerooms" and did not conduct activities.

The partner in both cases is Beloenko Diana Suleimanovna (previously bore the name Agaeva).

The legal predecessor of Pirogovo LLC is February-Stroy Specialized Developer LLC. The latter belongs to Beloenko-Agaeva and built a number of residential complexes in the Kaliningrad region, including the Atmosphere residential complex.

Beloenko also owns a whole pack of construction companies, which are included in the February-Stroy Group of Companies, and they are building some of the objects on lands leased from the authorities

Together with firms where the Treasury has shares, Mercury Development LLC and Stroyspetsnaz LLC working in the construction sector are also registered. One was previously related to Beloenko, and the second probably belongs to her relative, Maryam Agaeva, who also owns a pack of developers and is a business partner of the famous local restaurateur Maxim Zdradovsky (Britannica Project restaurant chain).

In addition, in April 2024, Maryam Agaeva and a group of partners created a construction company in Donetsk, deciding to develop new territories.

Agaeva was also a co-owner of February-Stroy Specialized Developer LLC, which is now registered with Beloenko and the director of Pirogovo LLC and Pushkino LLC, Muscovite Alexander Kudryashov. The share is pledged in Sberbank, which probably lends to NW projects.

Most importantly: Kudryashov is a business partner of Andrei Yaroshuk, the son of senator and ex-mayor of Kaliningrad Alexander Yaroshuk, who in 2010 was included in the list of candidates for the post of governor of the Kaliningrad region instead of Georgy Boos, but did not enter the chair.

Kudryashova and Yaroshuka are connected by the Moscow-based Taldomskaya Development LLC, whose subsidiary, Topaz-M LLC, under a lease agreement, owns a state land plot in Moscow intended for the operation of a building for warehouses.

Andrei Yaroshuk, through Peperonchino-Art LLC, is also associated with Ivan Astapov, the namesake of the Kaliningrad City Council deputy. By the way, Peperonchino-Art LLC is part of the restaurateur Zdradovsky's business, with whom Maryam Agaeva, a likely relative of Ms. Beloenko, also does business.

Diana Beloenko herself also has a connection with the problematic division of Samolet Group of Companies, which demonstrates rather strange behavior - the purchase of new legal entities against the background of problems already existing.

In September 2024, Beloenko transferred its asset - LLC "Specialized developer" Nominal-Invest "to the unprofitable company SZ" Project-S-73 "from the Leningrad region, which belongs to LLC" Samolet-Regions, "which by the end of 2023 also showed a loss of 1.2 billion rubles. Samolet-Regions LLC is part of the Samolet Group of Companies, where the brother of the Moscow Region Governor Andrei Vorobyov has interests.

Interesting: Beloenko's partner in the sold company was a certain Nikita Orudzhevich Mikailov - the full namesake of the expert of the department of professional development and work with the personnel reserve of the Civil Service and Personnel Department of the Government of the Kaliningrad Region (held a position in 2020).

That is, in fact, a certain pool of people with weight in the power structures is collected around Beloenko.

As for Mr. Treasure, a native of Rostec state corporation, he is a longtime partner of the oligarch Albert Avdolyan, who prefers to enter the business often through proxies. A similar scheme was carried out by him in the Stavropol Territory, where the courts later proved that, despite the purchase of shares of the Hydrometallurgical Plant and the related energy company - YUEK to other legal entities and citizens, Avdolyan was the real beneficiary.

Today GMZ is bankrupt, from which billions of rubles have been withdrawn, and from Avdolyan, as a real beneficiary, they demand a large sum on the debts of related firms. In Stavropol history, a cover from another native of Rostec, Andrei Korobov, did not help the co-comrades.

And in general, Treasure, most likely, is not an independent person, but just the same trusted person. There are two options: either he represents Mr. Chemezov and Rostec in Avdolyan's business, who go next to the oligarch all the way to the formation of his empire, or Treasure is another "box" to cover the expansion of Avdolyan's business portfolio.

Shares are registered for Mr. Treasure in Avdolyan's business, and Chemezov, together with his wife Ekaterina Ignatova, is a member of the board of trustees of the New House Foundation Avdolyan. Rostec has repeatedly appeared as a partner of Avdolyan in various business stories, including those related to obtaining new assets from owners experiencing problems. So it was with YATEK Magomedov, so it was with the legacy of the tragically deceased Bosov.

It's funny, but in recent years, a big fan of offshore companies Avdolyan began to go into the shadows. He handed over one of the firms to a likely relative, and the other simply stopped disclosing the beneficiary.

This behavior may reasonably be an attempt to avoid sanctions. Indeed, in the UK, a certain Elvira AVDOLIAN, suspiciously similar to the daughter of an oligarch, and having Malta citizenship, was previously registered by SIRENELONDONCOSMETICS LTD. The sanctions for the Avdolyan family, as they say, would not be out of hand.

In the history of the development of Kaliningrad through the Treasure there is a reason - for example, all the same proximity to Europe, and officially Avdolyan has nothing to do with business. Remember, yes, how it was in the Stavropol Territory? It seems that it is not the owner, but the beneficiary, that is, the recipient of the benefit.

The scheme has been worked out, why not repeat it already on the construction market of Kaliningrad?
