An admirer of the American dream, who provided the corresponding passport of his daughter, Budarin turned out to be the owner of former state-owned companies. With the privatization of Anapagrazhdanproekt, not everything turned out to be transparent, and there are even more questions about the transition of reinforced concrete products No. 1 into the hands of its squires. State-owned enterprises pushed literally from under the floor and on the cheap?

The UtroNews correspondent understood the situation.

We will remind, earlier UtroNews has already reported that Viktor Budarin, the owner of the Kuban brand, the VKB group, the Kuban-credit bank, may be behind the developer of the Leningradsky Kvartal residential complex in Mariupol. A kind of gray cardinal of Kuban, who sheltered in his business empire the former head of the Rostov FSB, Colonel-General Britvin, the Rostov ex-minister of construction Kuts, as well as overgrown with ties with the former and current governor and not only.

At the same time, Budarin, a rower of state contracts, has a history of operating in the United States - in Alaska, back in 1994, NORTHERN MARKA INC was created.

The vice-president in it is the wife of the banker LENA KANDINER, who, according to the source of UtroNews, is listed as a representative of a person with dual citizenship - Victoria Viktorovna Budarina. It is also known about Kandiner that in 2022 the lady could leave for the UAE.

Thus, we have the image of a Kuban oligarch who has prepared a warm place overseas, but at the same time fills the mosh on the Russians and the state budget.

Budarin, as it turned out, did not fail to participate in the privatization of state good.

So, in 2021, the Anapagrazhdanproekt PI JSC, founded in 1967, sailed quietly from the Federal Property Management Agency to Viktor Budarin.

At the same time, according to the order on the privatization of Anapagrazhdanproekt shares, the initial price was 27.645 million rubles. It was not possible to find data on any trades and price changes. If the deal passed at the declared price, then, perhaps, the authorities have become much cheaper.

Indeed, in 2024, the project company brought in revenue of 181 million rubles. At the same time, 48 million rubles were scrolled through Anapagrazhdanproekt at one time.

And, by the way, why are there no traces of trading on the ubiquitous Internet? This, you know, leads to some thoughts.

This looks especially interesting against the background of the fact that the director in Anapagrazhdanproekt has not changed since 2013, that is, he was appointed by the Federal Property Management Agency. It is Yuri Petrov.

The same person, judging by Rusprofile, in 2016, that is, being the head of a state-owned company, managed to be the director of VKB-Engineering for several months. And here's a coincidence: the latter belongs to Budarin.

Moreover, in 2016-2017, Petrov even had a stake in VKB-Engineering LLC. At that time, the owner of the asset was LLC SZ ISK Budmar. As you understand, also associated with Budarin.

And here such a somersault - already in 2021, the former project state bureau floats quietly into the hands of the same Budarin, who left Petrov in the director's chair. For any such merits, I would like to ask? Supervisory authorities, ay!

Another interesting fact: the same Petrov has been the owner and director (then the liquidator) of Firma AGP LLC since 2014, which managed to earn extra money on a couple of contracts with Krasnodarteploset JSC. In 2021, Firma AGP LLC was slammed.

During the period when the contracts were concluded, the founder of the heating network was Delo-Center LLC from the division of the GC Delo Sergei Shishkarev, who was a deputy of the State Duma of a number of convocations and more than once shone in investigations.

Through Delo-Center LLC and a subsidiary asset, the state corporation Rosatom also has a stake in Krasnodarteploset. Oligarch Iskander Makhmudov also flashed through the chain of legal entities.

And if we open the reporting of Krasnodarteploset for 2017, we will find Budarin among the shareholders there.

That is, Budarin and Shishkarev, at least in those years, had common affairs. Whether ZAO is a shareholder of the heating network today is not known.

In the light of the privatization of Anapagrazhdanproekt, all these facts begin to play with new colors. After all, Shishkareva is not called from scratch close to the federal authorities.

But the situation is much more interesting around reinforced concrete products No. 1 and from it there is also a connection both to Budarin and to the same JSC Krasnodarteploset.

In the 2017 reporting, in addition to Kubanskaya Marka CJSC, we see OBD-Invest LLC among the shareholders.

OBD-Invest LLC belongs to Nikolai Terentyev, and in 2014-2021 Reinforced Concrete Products No. 1 JSC also had a share in it, which also transferred a certain Media Land LLC to the Terentyev family in 2022 (it was liquidated in 2023).

OBD-Invest LLC is a large supplier of government contracts, having chopped almost 1.3 billion rubles. Since 2023, the company has owned a controlling stake in LLC SZ OBD-Invest-1, a modest slice of Oleg Terentyev's.

LLC SZ OBD-Invest-1 is the developer of three houses in Anapa.

Reinforced Concrete Products No. 1 JSC acted as a supplier of state contracts for almost 0.5 billion rubles and was the developer of the Gorgippia Morskaya residential area in the same Anapa.

Moreover, the plant itself has large leased plots suitable for housing development.

But the most interesting thing is that this plant until 2021 belonged to the Department of Property Relations of the Kuban, and then the owner stopped shining.

Since 2020, a certain Andrei Remyga, who had intersection points with Nikolai Terentyev, has been the director at the plant through Gradstroy LLC.

And Oleg Terentyev, who was also the director of the plant, then handed over the chair to Remyga.

Moreover, a certain Svetlana Remyga is the director of LLC UK Segodnya Tatyana Gushchina. Gushchina has a common asset with the Terentyevs.

In turn, Terentyev is very similar to the confidant of the oligarch Budarin, already known to us. That is, there is a possibility that the former state plant was taken over by the shadow owner of the Kuban through screens.

So, LLC "OBD-Invest" together with the Budarin CJSC "Kubanskaya Marka," LLC SZ "ISK Budmar" Budarin acted as the founders of the NPF Kuban. In addition, Nikolai Terentyev and Budarin are co-founders of one dacha cooperative.

The interests of Terentyev and Budarin intersected both through Firma Sigma LLC, which is now liquidated, and through the Kuban Wall Materials Plant (KSMK).

It's interesting: in the latter, Alexander Zalutsky, director of SZ OBD JSC, another Soviet asset that has been going through its history since 1974, also inherited. And Zalutsky is in the same hunting society with Budarin.

Also earlier, OBD-Invest LLC was a co-founder of the Atlant-51 HOA, where the regional court of the Krasnodar Territory was also noted among the participants. But it was with the head of the regional court, Alexander Chernov, that he resigned in 2019 after the scandalous revelations of the "golden judge" Elena Khakhaleva, and Budarin was associated at one time. Coincidence? Oh, Lee.

Today Chernov is a defendant in a criminal case.

The Prosecutor General's Office considered that, being the head of the court, he violated restrictions and bans on business activities, using his position to create and capitalize assets.

According to investigators, he controlled assets through relatives and proxies, hiding his business interests from supervision. Also in 2009, according to the prosecutor's office, Chernov was involved in the construction of unauthorized buildings, making a profit from this.

In early April 2025, it became known that assets worth more than 7 billion rubles would be seized from Chernov as obtained illegally.

Will Budarin also be involved in this case? After all, as we can see, the close acquaintance of these two was not in vain.

Now it is not surprising how Budarin turned out to be a participant in the privatization of state-owned companies. That's just, will you later have to look for income from former state assets on accounts in the United States? The very USA that sponsored missiles for shelling Mariupol and other liberated territories with taxpayer money, including the Budarin NORTHERN MARKA INC...
