For many, it has long become clear that the EAEU is more effective and efficient than the bureaucratic system of the UES.
In 2023, it was Russia's turn to chair the "three councils" - the Supreme Economic Council, the Intergovernmental Council, the Economic Commission of the Eurasian Economic Union (EAEU), the correspondent of The Moscow Post reports.
The Address of the President of the Russian Federation Vladimir Putin to the heads of state of ‒ EAEU members set a goal. The union should become one of the centers of the Great Eurasian Partnership. Vladimir Putin noted that for more than a millennium the peoples of the EAEU countries have been living together and jointly developing their geographical space.
Center of attraction
It is assumed that integration education (powerful, independent and self-sufficient) will expand and become a center of attraction "for all independent states that share our values and strive for cooperation with the EAEU." It can be assumed that these may be the CIS countries, which have not yet entered the EAEU, other neighboring states.
For example, the potentials possessed by Russia and Iran can complement each other and serve regional interests. This opinion was expressed on Monday by Iranian President Ebrahim Raisi during a meeting with the speaker of the lower house of the Russian parliament Vyacheslav Volodin.
Earlier in January, Vladimir Putin held a telephone conversation with Raisi. As noted in the Kremlin press service, the presidents discussed the entire range of issues of bilateral cooperation, spoke in favor of the consistent implementation of mutually beneficial projects in the energy and transport and logistics spheres.
Technology and Human Resources
Vladimir Putin put the training of qualified personnel and the creation of new jobs in second place. In this regard, the task is to harmonize national scientific and technical programs, form educational and professional standards, joint training programs and general textbooks on technical and humanitarian disciplines.
Based on this, it can be assumed that in the end the task of harmonizing historical estimates will arise. Putin proposed "to develop the practice of intercollegiate internships and academic exchanges," which may contribute to the movement in this direction.
Harmonizing Financial Markets
The priority area of integration is the interaction of the national payment systems of the EAEU countries, a consistent reduction in economic risks that the use of foreign currencies and payment systems creates for mutual trade. It was proposed to connect Russia's partners in the EAEU to the Bank of Russia's financial messaging system.
It is important that "the capital of countries remains within the union and is invested in national economies." The creation of a Eurasian rating agency can help this.
It is necessary to bring tax regulation closer, introduce advanced methods of tax administration, unify customs procedures in order to "manage risks at external borders" and equalize competitive conditions.
Digital transformation
Putin paid special attention to intensifying interaction in the field of digital transformation. Thus, the launch of the EAEU Integrated Information System and supranational systems for monitoring product circulation will allow identifying and removing unsafe and low-quality goods from the union market.
It was proposed to introduce electronic legally significant document flow in the member states of the Union, to ensure legal and technological conditions for mutual recognition of documents.
It would be advisable to consolidate uniform principles and approaches to digital technologies and solutions in the field of economic activity as a separate act of the Eurasian Intergovernmental Council.
Plans and image of the EAEU
The EAEU states are faced with the task of increasing the export of "allied" products, building new logistics chains that expand the geography of ties with the states of the Asia-Pacific region, the Middle East, Africa and Latin America.
According to the President of the Russian Federation, it is necessary to continue work on the formation of a new transport and logistics infrastructure that meets modern economic realities. "The development of seamless, safe international transport corridors connecting the EAEU member states is of particular importance today."
