The former ambassador of the People's Republic of China in Russia, nowadays special envoy on the Eurasian affairs Li Huey visited Kiev, intends to visit the European capitals, including Warsaw, Paris, Berlin and Moscow. The conflict in Ukraine is the focus of attention of diplomacy of Beijing.
So coincided that Henry Kissinger, the former Secretary of State (1973-1977) and the adviser to the U.S. President for national security (1969-1975) on the eve of the 100 anniversary showed too that I am anxious with problems of Ukraine, safety of Europe, the relations of the USA with China and also partnership of Beijing and Moscow.
Strategic communications of China and Russia developed and develop. Kissinger built the diplomatic career on disagreements between neighboring countries, the correspondent of The Moscow Post writes.
Some Russian observers called strategic partnership of Moscow and Beijing "a grandiose failure of lifework" of the eminent American hero of the anniversary.
Concessions become difficult
Though, in the center of an interview of Kissinger to the The Economist magazine there were Ukraine and Europe, the biggest problem which him worries, it is the USA and China: "We are on the way to confrontation of great powers. … both parties convinced themselves that another constitutes strategic danger. … And, when there is a problem similar Taiwan in which concessions become very difficult because it affects the fundamental principles, it becomes even more dangerous", - he told.
Kissinger considers that as a result of the possible military conflict around Taiwan both the island, and world economy which will lose deliveries of microprocessors can be destroyed. Also I added that America and China "two greatest dangers to the world right now - it we are two. In the sense that we have a potential to destroy mankind".
Kissinger said that the duty of the USA is in that "to maintain balance" in the world, but Joe Biden "continues foreign policy of Trump concerning China, but with the liberal rhetoric". It seems that Kissinger doesn't agree with this policy. And it is the second failure of matter of his life in the world of diplomacy.
The patriot with the European roots
Against the background of these statements what engaged the Chinese diplomacy in Europe now can seem the local conflict which Washington started, but itself decided not to get involved directly. Kissinger is the American patriot, he sees how Beijing is ready to interfere, but isn't ready to recognize China and in his new status with new, global interests. Especially, to approve the peace initiatives which aren't coordinated with Washington in any way.
He even went for rhetorical aggravation, having said that the USA and China "are ready for the conflict" and it show the main threat to peace. Interpret as want, but the former architect of the American-Chinese rapprochement kind of lets know that questions of Ukraine for Beijing are secondary. On the first place there has to be Washington and the relations with the USA. Otherwise, who knows what can occur?
Kissinger as the experienced diplomat, praised Volodymyr Zelensky who, according to him, "had enough wisdom" to approve diplomatic efforts of China on Ukraine. But immediately I explained change of the approach to membership of Ukraine in NATO. I told in an interview that "for safety of Europe it is better that Ukraine was in NATO where she won't be able to make independent decisions on territorial claims".
He knew that membership of Ukraine in alliance is unacceptable for Russia. I knew that the USA decided to insist on it and that it led to SVO. It is entrusted to Chinese diplomat Li Hueyu to clear how it would be possible to settle crisis in Ukraine, but in his program there is no Washington. Whether it is possible to bypass the interests of the USA in this conflict? Kissinger kind of hinted that to bypass the USA in this conflict it won't turn out.
And still, for reliability, I added that China, according to him, "is interested in independent Ukraine", and participation of Beijing in development of the peace plan could become a basis for removal of tension in the American-Chinese relations. Kissinger, too for reliability, assumed that under certain conditions China "could agree reluctantly to membership of Ukraine in NATO".
All this isn't accidental, you look also to someone in Beijing, or in Moscow these words will be remembered. It business of all his life – to set by the ears neighbors! And for reliability it is possible and to recognize that the project on security guarantees could become a basis for dialogue, but "we didn't take it seriously". The former Secretary of State emphasized that, allowing the entry of Ukraine and Georgia into NATO, Washington made a mistake. But now all in a different way, it is necessary to accept!
He didn't leave and a favourite subject of history of the conflict of two neighbors: "I never met the Russian leader who would tell something good about China. And I never met the Chinese leader who would tell something good about Russia", - Kissinger added paints to the interview. For reliability.
Panacea does not exist
Beijing intends to outline ways out of the conflict, in which the United States itself and the countries whose capitals Li Hui intends to visit are bogged down. He visited Kyiv on May 16-17, clarified Beijing's position, held meetings with the head of the president's office and the Minister of Foreign Affairs, representatives of the Ministry of Defense and officials in charge of infrastructure and energy.
The special representative stressed that China will adhere to the four principles outlined by Chinese President Xi Jinping (sovereignty, UN Charter, concerns of each of the parties, peaceful methods of settlement). First of all, because the conflict could threaten China's relations with its main trade and economic partners - the United States, the European Union and Japan.
It was noted that the special representative outlined Beijing's position to the Ukrainian side, confirmed China's readiness to assist the international community in forming the "greatest common denominator" to resolve the conflict on the basis of Beijing's previously stated position and make its own efforts to end hostilities as soon as possible.
As Li Hui noted, the international community should help ensure that the conflict is resolved as soon as possible. "It is necessary to create [favorable] conditions for a ceasefire and hostilities," he stressed. But the matter is not easy, it will take time. "There is no panacea to solve the crisis, all parties must accumulate mutual trust and create conditions for peace negotiations," the diplomatic service quoted him as saying.
According to Chinese experts cited by the Global Times newspaper, the visit demonstrates China's position as a responsible power. But China alone cannot resolve the crisis, especially given Ukraine's increased Western military support, led by the United States, and "tough relations" between Ukraine and Russia.
The Chinese Foreign Ministry on the anniversary of the special military operation of the Russian Federation in Ukraine published a document with proposals for a political settlement of the crisis of 12 points. Chinese President Xi Jinping held a telephone conversation with Zelensky on April 26, confirmed Beijing's readiness to help establish a negotiation process in order to end the conflict.
"In solving this difficult situation, China cannot do without the participation of China, given its commitment to international security, the status of a permanent member of the UN Security Council and the status of an economic power," said Emine Dzhaparova, first deputy head of the Ukrainian foreign ministry.
Young people are not the same at all
The next day, the questions on which Henry Kissinger presented his opinion to The Economist magazine were discussed by his younger, less eminent (and less educated) colleagues who gathered in Hiroshima for the Group of Seven summit. It is assumed that the main topics of their meeting will be the situation around Ukraine and Taiwan, the Indo-Pacific region, nuclear disarmament, economic and food security problems.
It is possible that they have seen interviews with a prominent American diplomat. We could not help but see, after all, The Economist, and there Kissinger himself. They saw something, but did everything against the master. Ahead of events, British leader Rishi Sunak and Japanese Prime Minister Fumio Kisida said the PRC poses a "systemic challenge" to the so-called collective West, including economic security and regional stability.
With this step, they kind of found a solution to the question of whether to mention China in the final documents of the summit. As the Financial Times previously wrote, some European officials prefer to avoid the anti-Chinese statements that the United States insists on. And Kissinger does not agree with these anti-Chinese tricks either!
It is possible that the leaders of the G7 will continue to torpedo the global economy even without the "destruction of Taiwan," as he spoke of. They will continue to escalate the atmosphere of regional hostility, which, according to the diplomat, could lead to Japan becoming a "nuclear power."
But there was also such a thing that the veteran of American diplomacy applauded. He recalled, for example, how "India conducts its foreign policy by showing balance," praised the Indian foreign minister, who is "quite close to his views." Indian Prime Minister Narendra Modi was famously invited to the summit in Hiroshima. He would like these words of Kissinger.
What can not be said about Donald Trump and Joe Biden. In relation to them, Kissinger was harsh, recalled to them "internal American polarization," compared the situation with Watergate, warned of a conflict of "a type of civil war." Said he had been "pushed to the limit" and that it was "deeply concerning" to him. Lamented that the "nature of political debate" is different from what it was in Washington when he himself entered the Oval Office.
Yes, the youth went the wrong way! Both "Biden can't inspire" and "Republicans could find someone better," the hero of the day said, gracing his interview with it. And warned of the consequences to remember those who lost China!
