Akhmedov was taken for the "Patriot"

Large-scale anti-corruption purges continue in structures associated with the Ministry of Defense. Are the siloviki getting close to Sergei Shoigu?

As the UtroNews correspondent reports, the Investigative Committee of Russia opened a case on embezzlement of funds allocated for the activities of the Patriot Park (FSAU TsVPPKIO of the RF Armed Forces "Patriot"). The damage to the state is estimated at 40 million rubles, but it can grow significantly during the investigation.

In this case, the security forces detained the director of the park Vyacheslav Akhmedov - he was arrested by a military court. The second person involved in the case, Deputy Head of the Main Directorate of Innovative Development of the Ministry of Defense Vladimir Shesterov. He has not yet chosen a preventive measure, he is in the hospital.

Recall that the construction and activities of the park were supervised by former Deputy Defense Minister Timur Ivanov, accused of taking bribes worth more than a billion rubles.

The current criminal case is the continuation of large-scale purges in the Ministry of Defense as part of control over the spending of budget funds on the army and related industries. Earlier, in the framework of such cases, a lot of other people close to former Defense Minister Sergei Shoigu were arrested. The main personnel officer Yuri Kuznetsov, the former head of the rear Dmitry Bulgakov, businessmen associated with their work, and so on came under investigation.

Against this background, the director of the Patriot park, Vyacheslav Akhmedov, who has been in office since 2021, should have been pretty nervous. The bell was as loud as a bell: in July, a group of operatives visited the Patriot, who carried out searches and investigative actions directly with the park director. However, then no arrests followed.

Talking about the "Patriot," it will not work to dissociate oneself from the topic of Timur Ivanov. The park was built in 2015, the construction cost exceeded 20 billion rubles. The amount is colossal, even for an area of ​ ​ 3.5 thousand hectares. And the construction work itself was carried out by Oboronstroy, the holding of the Ministry of Defense, which in 2014-2015 was headed by the ever-memorable former deputy minister. I.e. he built.

Just two years after the completion of construction, when Timur Ivanov was already Shoigu's deputy, Oboronstroy JSC was liquidated with losses of 3.3 billion rubles. In its place appeared no less scandalous JSC "Main Directorate for the Arrangement of Troops," which until 2016 was also headed by Ivanov. Now this joint-stock company is also being liquidated through reorganization, information on its financial activities after 2018 is not publicly available.

Earlier, the former general director of JSC "GUOV" Yevgeny Gorbachev was under investigation - he is suspected of embezzling 360 million rubles through a corruption relationship with a commercial organization that he does not care about. Doesn't this look like Ivanov's miniature case?

The case of Akhmedov and Shesterev is connected with embezzlement on state contracts, but on which security officials do not specify. At the same time, the park concludes contracts regularly: in 2024, 30 of them were signed for about 40 million rubles, a year earlier - almost 80 for more than 670 million rubles. The total amount of agreements concluded by the FSAU since 2015 is 213 million as a supplier and 4.5 billion as a customer. There is where to roam.

Moreover, if your manager himself is related to business. Before Vyacheslav Akhmedov, the park was led by Igor Barskov, who is now the deputy chairman of the government of North Ossetia-Alania. Previously, Barskov had a whole series of now liquidated companies.

Of these, special attention is attracted by "G.B.K.," which was engaged in the organization and conduct of gambling. How did such a person find himself at the head of a structure subordinate to the Ministry of Defense is a big question, or was the propensity for gambling under Ivanov and Shoigu only welcomed there?

Until 2010, Barskov was a co-founder of a certain LLC Bitok, now liquidated. And his partners there were the Hungarian "SNOOKER 2000 KFT." Recall that Hungary is a member of NATO. But in the Ministry of Defense under Shoigu, these former ties of the new leader of the Patriot did not bother anyone.

Other partners of Igor Barskov are also interesting. In the same "G.B.K" shares were owned by Dmitry Pogorovsky, a former co-founder of the Taekwondo Federation of the Moscow Region. The latter was also related to Grigory Koveshnikov, the full namesake of the employee of the State Budgetary Center Moscow Directorate for the Development of Mass Sports of the Department of Physical Culture and Sports of Moscow - i.e. Sobyanin official. In addition, Sergey Makhonin, the head of the Rinat Sadykov Center for Sports Excellence of Power Structures, was in the company's capital. I.e. people presumably close to the security forces.

Another interesting company of Barskov is TSM LLC, which was liquidated in 2015 and was engaged in the sale of construction materials. And didn't it supply them for the construction of the Patriot? There, Barskov's partners included Yuri Embulaev, the owner of LLC Private Security Company Patriot, which is literally endowed with government contracts - they were accumulated in the amount of over 170 million rubles. Among the counterparties are the Ministry of Internal Affairs for the Kaliningrad Region (really the police themselves are not able to ensure their safety), IUE SITO FSO of Russia and many other interesting structures.

Yuri Embulaev has another similar structure - LLC "Private Security Company" Patriot-Center, "and also receiving considerable government contracts. Their amount exceeded 43 million rubles. Could there be a connection between their receipt and Embulaev's former partner, later director of the Patriot park Igor Barskov?

Another former director of Patriot (until 2016) Anatoly Grebenyuk was also associated with the business. Previously, he led two construction companies, including LLC IK Triumfalnaya Arka, which among the co-owners had the development company Inteko. The latter was founded by the widow of the ex-mayor of Moscow, Yuri Luzhkov, Elena Baturina - it was believed that she was connected with the Moscow authorities and in Moscow could build almost everything and not wherever she wanted.

In the 2000s, the full namesake of Anatoly Grebenyuk was the head of the main housing and operational department of the Russian Ministry of Defense, but in 2008 he was disgracefully dismissed from this position by Vladimir Putin for gross miscalculations in the construction of a hospital in Biryuchinsk (in Kamchatka). And the new boss Viktor Vlasov, who replaced Grebenyuk, voluntarily passed away after the audit of the structure began...

Offshore patriots

Returning to today's day, we will consider in more detail the relatively fresh government contracts concluded by the Patriot park itself during the period of activity of the above leaders. Surprisingly, among the ten largest counterparties were structures with ties to offshore companies.

Among others, the now liquidated Polar Bear LLC received contracts for cleaning the premises. The total amount is 146 million, but a significant part of these funds could be abroad. After all, the co-owner of the LLC was Tatyana Aldobaeva.

She also owned Effect Service LLC, which since 2015 also owned the Seychelles offshore Sunshine Promotion Limited. LLC also provided cleaning services - have you seen a lot of cleaning and laundry facilities in Russia tied up in foreign capital?

Of course, these are far from the only Polar Bear contracts. In total, he managed to receive over 1.4 billion rubles, of which 1.2 billion was received from the Ministry of Defense. This is "cleaning"!

It is easy to find an offshore footprint in another Patriot counterparty - Inline Technologies LLC, which received 115 million rubles under contracts. Previously, among the co-owners of the company was the Cypriot company IESS SYSTEMS LIMITED. Is the money worth looking for there?

At the same time, the Patriot Congress and Exhibition Center, a separate legal entity subordinate to the Ministry of Defense, operates in the park. FSAU is also a major manager of budget funds - 35 million as a supplier and over 3.5 billion as a customer.

Among the counterparties of the institution is easily located LLC "Corrand" with the amount of contracts 226 million rubles - and again for cleaning servants. Among the co-owners of the company was Anna Beloborodova - she is also the founder of CJSC LS and LLC F-Service. Among the co-owners of the latter were also offshore companies - Belize TSICEND HOLDINGS LTD, Cyprus ATERNIAKO LIMITED and Scottish TOVIL TRADE LP. Well, directly a conglomerate of countries friendly to Russia.

By the way, F-Service LLC still belongs to the offshore, the other is VITSEND HOLDINGS LTD, and has government contracts worth 75 million rubles.

I.e. and under Vyacheslav Akhmedov, and under his predecessors, as well as under Ivanovo Oboronservis, hundreds of millions and even billions of budget rubles allocated for the park's activities could go abroad. And it seems that this is only the tip of the iceberg, at the base of which Akhmedov and Ivanov are not at all. Are the siloviki getting close to Sergei Shoigu?
