The special regime facilities Prosecutor's Office of Moscow as if does not see any violations on the part of Head of Almaz-Antey Yan Novikov.

Meanwhile, the Almaz-Antey Corporation continues to engage in squandering state property: Novikov's Department is vigorously selling off land, buildings, recreation centres, sanatoriums, and rest houses. The Moscow Post told about this in previous investigative journalism: Cool family business of Yan Novikov, Almaz -Antey: merge and sell?", Yan Novikov's candle plant, or make it to Canadian border in time.

As it turned out, the Corporation has been operating a "Program for the alienation of non-core assets" since 2016. It is given a long term: until the end of 2020. Apparently, the management of Almaz-Antey continues to enrich itself in this way: where, for example, did the 42 million rubles that were raised for the sale of the "Chaika" recreation centre in the Istrinsky district of the Moscow region go? There were 29 buildings and structures on the territory of the base before the sale. And what is the fate of the "Motilek" sanatorium in Anapa, with a huge land plot? Whose tenacious paws got the recreation centre "Plamya" in the Moscow region?

There are a lot of such questions.

Land and buildings continue to be sold both in Moscow and in the second Russian capital - Saint Petersburg. But why does the special regime facilities Prosecutor's office in Moscow not see any violations in the activities of the Almaz-Antey Corporation? Or does the Department work as ordered by men in shoulder straps? Is Mr. Novikov a kind of "sacred cow" that they can't touch?

A correspondent of The Moscow Post tried to understand this.

Is he fond of "sport fishing" - base to the left, money to the right?

The Auction House of the Russian Federation (AHRF) reported that the first auction for the sale of non-core assets of the Almaz-Antey Corporation took place on June 27, 2013. On that day, the Auction House sold one object of the Almaz-Antey Corporation in Nizhny Novgorod, Saint Petersburg and the Leningrad region.

And, just a few days later, namely on July 1, 2013, according to The Auction House of the Russian Federation , Almaz-Antey sold two land plots with a total area of 2.1 hectares in St. Petersburg for 58.5 million rubles. And the buyers of both lots were individuals. This was announced today by the official representative of the AHRF Alina Kuberskaya. This was reported by TASS.

The Moscow Post wondered who bought these two objects? Indeed, they were individuals - a certain Andrey Gromov and a certain Sergey Belov. But there is no information about transactions made by them earlier.

The first plot with an area of 1.6 hectares is located in the Resort area, in the city of Zelenogorsk. Previously, this wonderful place was the departmental recreation centre of the all-Russian scientific Research Institute of Radio Equipment (part of the Almaz-Antey Corporation).

What's curious? At an initial cost of 32.5 million rubles, the cost of the plot rose to 50.2 million rubles. 5 contenders fought for this coveted piece of land.

12 candidates took part in the battle for the second plot, which is located in the village of Landyshevka, Vyborg district. This plot is 0,5 ha in size. And previously there was a sports and fishing base. The final price of the former base was 8.3 million rubles with an initial cost of 1.45 million rubles.

One thing is curious: the above-mentioned events took place in 2013, but the "Program for the alienation of non-core assets", launched in 2016, reports that the fishing and sports base in the village of Landyshevka in the Leningrad region is not subject to sale. And it will be preserved, since this non-core asset has a social status.

As they say, don't believe your ears!

"Motilek" flew away with an easy feed from Novikov

No less interesting is the history of the sanatorium "Motilek", which is located in a wonderful place - in the city of Anapa, in the Kuban. All through 2015, there was news about how good it was that the sanatorium "Motilek" was "taken care of" by the Almaz-Antey Corporation, and then the situation changed dramatically, although the Board of Directors of the Corporation decided to preserve the social object - the sanatorium "Motilek", which belongs (or belonged?) to PJSC NPO (Scientific Production Association) Almaz.

Knowledgeable people say that allegedly Almaz-Antey has already got rid of this sanatorium. "Motilek" could get into "good hands". On the official website, people can find a wide range of services for tourists, and at the same time to admire the beautiful rose garden of "Motilek".

There are 7 buildings and structures on the vast territory of the sanatorium "Motilek"

"The program for the alienation of non-core assets" of the Almaz-Antey Corporation carefully preserves the "Motilek" sanatorium in its annals. And this luxury health resort, judging by certain events, was torn out of non-core assets in 2015 -2016. But everything is perfect on paper!

Isn't Yan Valentinovich Novikov, the Director General of the Almaz-Antey Corporation aware of all these trading operations? After all, dozens of health and sports complexes, recreation centres and sanatoriums have already fallen out of the list of non-core assets of the Corporation.

But all these institutions are state property!

Who bought "Chaika"?

It is interesting to trace the fate of the recreation centre "Chaika" in the Istrinsky district of the Moscow region. This recreation centre owns 29 buildings and structures. On the site Auction catalog it was found out that this database was offered for sale for 42 million rubles.

Who bought this beauty? This could not be established.

And it is unclear in what hands the recreation centre "Plamya" (Moscow region) went - and this is 4 land plots and 34 buildings. As evidenced by the website Mosgortur recreation centre "Plamya" is now LLC "Plamya".

The recreation centre "Rusalka" (Udmurtia) is also, apparently, privately owned.

It is unclear who owns the recreation centre "Reka Velikaya" today, in the village with the poetic name of Nikolskaya HPP, in the Kirov region.

The website "Mirturbaz" tells the story of this recreation centre.

Recreation centre "Reka Velikaya"

It also appears to be privately owned. However this is also a social object. And this campsite is included in the list for the disposal of non-core assets.

Why don't law enforcement agencies ask the management of the Almaz-Antey Corporation any questions?

It would be interesting to know about the fate of the "Peski" and "Losevo" recreation centres in the Priozersky district of the Leningrad region. The recreation centre "Peski" has not only a land plot, but also 25 buildings and structures. The wealth of "Losevo" recreation centre is more modest - land and 5 buildings.

"Tea house" of Almaz-Antey

I would like to tell you about another sale of the Almaz-Antey Corporation in this article. Not so long ago, the office of Mr. Novikov sold the property complex of the Almaz-Antey Corporation in the Vyborg district of St. Petersburg. It was sold to the Orimi group of companies.

5 non-residential buildings with an area of 20.4 thousand square metres on 64 Lesnoy Prospekt, lett. B and C, and on Kantemirovskaya street, 15 and 17, as well as three land plots with a total area of almost 2 hectares went to ownership of Orimi GC.

Orimi has already announced that it will rebuild the complex as a business centre. Orimi paid 1.2 billion rubles for the site of the defense holding on Lesnoy Prospekt and Kantemirovskaya street and plans to invest 5 billion rubles in redevelopment.

All preparatory work is promised to be completed by December 2020, and construction - in a year. The area of the business centre, according to the preliminary design, will be about 40 thousand square meters.

It should be reminded that Orimi GC takes the first place in the Russian tea market with a share of more than 30% in physical terms and the third place in the coffee market. The company's brand portfolio includes Greenfield, Tess, Princess Nuri, Jardin, Jockey, and others.

The main owners of Orimi are Alexander Evnevich, who owns the DIY chain Maksidom, and his business partner Sergey Kasyanenko.

That is, now instead of a defense holding, a large tea house will be located in this part of Northern Palmyra.

But the Editorial Board repeatedly informed the investigative authorities after publications about the sale of land and buildings by Almaz-Antey Corporation in Moscow and St. Petersburg...

Almaz-Antey put up several other buildings for sale on Vasilievsky island, on Nalichnaya street, 20 and on Shkipperskiy Protok, 19.

This object includes a complex of buildings of Stalinist construction with columns having a total area of 80 706.3 sq. m., it also has a courtyard with a garden. The total land area is 120 98 sq. m.

Almaz-Antey put up several buildings for sale on Vasilievsky island of St. Petersburg

Previously, one of the leading enterprises - All-Russian scientific Research
Institute of Radio Equipment (JSC "VNIIRA") was located here.

Apparently, new residential blocks will soon grow here.

In the spring of this year, the Almaz-Antey Concern also put up for sale a complex of buildings and land plots at the intersection of Lermontovsky Prospekt and the embankment of the Obvodny canal. This asset is being sold as a single property complex: land plots with a total area of 62.6 thousand square meters and 7 buildings are for sale: letters A, B, C, f, Y, X and C of house N 54 on Lermontovsky Prospekt.

In General, the sale of state property goes day and night. But where do millions from these sales go?

Formal replies from the special Prosecutor's office

Generally, it is strange that only the Special Regime Facilities Prosecutor's Office tried to investigate the publications of The Moscow Post.

But, as the investigator for particularly important cases of the Main Investigation Department of the Russian Federation for the city of Moscow explained to The Moscow Post, Yan Novikov case, that is "grabbing" of state property should be handled by the Fourth Department of the MIA of the Russian Federation (particularly sensitive sites).

But for some reason, the Fourth Department of the Ministry of Internal Affairs dropped out of the inspectors. Apparently, this is why the Moscow Post continues to receive formal replies from the special Prosecutor's office in Moscow.

What is included in high-security objects?

These are enterprises and organizations, which are included in the consolidated register of organizations of the military-industrial complex of the Ministry of Industry and Trade of Russia.

Enterprises, institutions and organizations included in the list of organizations that operate particularly radiation-hazardous and nuclear-hazardous production facilities and facilities approved by order of the Government of the Russian Federation No. 1311-р. of 14.09.2009.

Enterprises and institutions under the jurisdiction of the Federal Medical and Biological Agency of the Russian Federation.

Who deals with them?

Investigative Department at high-security facilities and in the environmental sphere of the investigative Department of the Investigative Commitee of the Russian Federation for the city of Moscow. The Fourth Department of the Ministry of Internal Affairs of Russia.

Thus, indeed, the case of the General Director of the Almaz-Antey Corporation should be handled by the Fourth Department of the Ministry of Internal Affairs of the Russian Federation.

It is the Fourth Department of the Ministry of Internal Affairs that The Moscow Post sends a query about why do our law enforcement officers delicately sidestep the Almaz-Antey defense holding which is tirelessly selling state property for several months?
