As it became known to the correspondent of The Moscow Post in the Chelyabinsk region, the deputy Elena Vakhtina prepared an appeal to the TFR regarding the development of the site between the entrance to the Park of Culture and Rest named after Yuri Gagarin and the Athletics Arena. Deputy Vakhtina is sure that the coveted site was owned by the developer - the notorious construction company Magister - "through well-known manipulations and not without the participation of the mayor's office". The deputy wrote about this in her telegram channel, mentioning the close friendship of the mayor of Chelyabinsk Natalya Kotova and the owner of the IC "Magister" Lilia Melnik.

As The Moscow Post found out, this site is an old "bone of contention" between developers, since even during the time of Governor Yurevich they tried to divide this allotment of land in the very heart of Chelyabinsk: now this "golden mile" is divided under the current governor Teksler, but the people are against it again!

So whose will it take?

"In an overgrown area"

As it became known, IC "Magister" applied to the administration of Chelyabinsk for permission to use a land plot of 6.5 thousand square meters. meters.

The developer wants to form residents of Chelyabinsk by building a two-story building with recreation facilities, sports facilities and cafes. The construction plans to deploy "on an overgrown site".

But the story may turn into another scandal, since the layman is well aware of the long-standing friendship of the mayor of Chelyabinsk Natalya Kotova with the owner of the Magister company Lilya Melnik.

However, this is not the first claim to the "appetizing" site.

It turns out that several years ago, when he was the mayor of Vyacheslav Tarasov, businessman Valery Aleshkin developed a project for the construction of an office building with a hotel and a restaurant 16 floors high.

But Mikhail Yurevich came to power at that time. And the project stalled!

But in the meantime, the land plot was somehow transferred to the IC "Magister". Apparently, Lilia Melnik's good relations with the former mayor Vyacheslav Tarasov, with whom they studied together, also played.

But today it is critical for Ms. Melnik to receive all permits while the current mayor of Kotov is in power: that is, until mid-September.

By the way, this is not the first high-profile scandal associated with IC "Magister": two years ago, Lilia Melnik's company managed to achieve sealing development at the local Institute of Culture, although there were fierce protests from residents!

So, in October 2022, the Chelyabinsk mayor's office approved a project for the construction of a high-rise building near the park on Ordzhonikidze Street.

The mayor's office, thus, issued a final verdict on the issue of sealing development: following the results of repeated public hearings, the Magister company received a building permit.

Before that, IC "Master" held the first public hearings on the project for the construction of three high-rise buildings within the boundaries of Plekhanov, Zwilling, Ordzhonikidze and Svoboda streets.

One of them, located very tightly between two houses on Ordzhonikidze Street, was considered superfluous by residents of Chelyabinsk, because for the sake of construction it would be necessary to cut down trees, and a 14-storey building would close the fire passage, break the insolation in apartments, and greatly overload the engineering and communal infrastructure.

And then, following the results of the hearings, the mayor's office rejected the project, promising to send it for revision, taking into account the opinion of the residents. And later IC "Magister" presented its answers to the comments: the project was approved.

The company said that it conducted joint exercises with the Ministry of Emergency Situations on the possibility of the operation of fire engines in the event of the construction of a new building. And she did not reveal any obstacles, then - a survey of the engineering condition of the foundations of houses on Ordzhonikidze Street, according to construction rules, is not required. And no violations of landscaping standards have been identified in the quarter, a permit for felling will, in accordance with the law, be issued by the Department of Ecology and Nature Management of the Chelyabinsk Region.

Note that the Magister Group of Companies, owned by the already mentioned Lilia Melnik, includes the Meliot Hotel, the King Gustav brewery and restaurant.

Lilia Melnik owns an office center on Vorovsky Street and a wellness club on Yelkin Street.

Lilia Melnik is a representative of the local construction dynasty.

The famous builder was her father Joseph Melnik, and her brother Boris Melnik founded the Symbol construction holding.

Since its foundation, the construction company of Lilia Melnik has been developing in the center: the first building was a neo-Stalinka on Pushkin Street.

But today we are talking about a tidbit of land in the very center of Chelyabinsk - at the intersection of Kommuna and Engels streets, between the entrance to the Yuri Gagarin Park and the Athletics Arena. It turns out that IC "Magister" has been renting this territory for more than 14 years. It is clear that for developers, the land in the center is worth its weight in gold.

But whether the IC "Magister" will be able to climb this site is still unknown, since the public is against it. And the statement of the deputy Elena Vakhtina is already on the way to the Investigative Committee.
