What connected the infamous head of Modum-Trance Dmitry Artyakov and the son of the former top of LUKOIL and Slavneft Iskender Khalilov Rakhman? Has the son of the head of Rostec, Samara ex-governor Vladimir Artyakov, acquired an alternate airfield in Azerbaijan through Khalilov?
The details were found out by the UtroNews correspondent.
No sooner had we told about the possible connection of the Artyakov family with the richest players in the Samara construction market, assuming that an unaccounted "wallet" might be buried somewhere there, when a new, no less interesting connection was discovered.
It turns out that until May 2023, the son of billionaire, former vice president of LUKOIL and Slavneft Iskender Khalilov Rakhman appeared among Artyakov's business partners.
One gets the impression that Artyakov collects connections. So, among the business partners were the son of the head of Rostec, Alexander Chemezov, the niece of the former head of the Ministry of Defense Anatoly Serdyukov, Yulia Bagieva, and also previously there was a famous restaurateur Arkady Novikov, a former business partner of the sister and ex-son-in-law of Prime Minister Mikhail Mishustin, Natalia Stenina and Alexander Udodov. At the same time, one gets the impression that the connected family of Mishustin from the business of Artyakov-Chemezov-Bagieva did not go anywhere in fact, but could hide behind a screen. He transferred his assets to a certain Nina Advocaova, who has no other business.
The most interesting thing is that the same Advocaova received Novikov's share in the common company with Artyakov and Rakhman Khalilov. With the latter, the restaurateur left this business at about the same time.
We are talking about the restaurant LLC "Water," which brought 311 million rubles in revenue in 2023.

Tell me what company you keep and I will tell you what you are. This rule, perhaps, works even more in business - after all, no one will launch a person from the street to their capital. Accordingly, it may well be that Khalilov and Artyakov are old friends, or even the son of a billionaire helped the son of the right hand of the head of the state corporation to establish exits to a foreign "airfield." After all, Rakhman Khalilov in open sources recently appeared as the chairman of the board of the railway operator Railgo, and it is in this area that Modum-Trans also works, preferring to hide its beneficiaries.
Khalilov is the son of Iskender Khalilov, an ambiguous businessman who has appeared in scandalous stories more than once.
The last time Khalilov Sr. was mentioned as a possible beneficiary of the former Russian assets of DTEK of the Ukrainian oligarch Rinat Akhmetov - Donskoy Anthracite and the Obukhovskaya mine department. The editors of UtroNews found documents from which it followed that, despite their refutations, the former vice president of LUKOIL and Slavneft Khalilov at the end of 2022 through the Cyprus Fabcell Limited was the beneficiary of JSC Mine Management Obukhovskaya. At the same time, there were not few offshore companies in the list of affiliates of the latter at that time, which could contribute to the withdrawal of funds outside Russia. And the most interesting thing is that among them there are not few connected with Sberbank. Apparently, it is not in vain that Khalilov is credited with a connection with German Gref, citing common projects with various representatives of the state bank as arguments.

Also, Mikhail Gutseriev's business partner, Iskender Khalilov, was mentioned in the investigation, which included claims by the Komi Ministry of Natural Resources for negligence of nature by one of the oil producers. The lawsuit against OshskNeft revealed Khalilov's love for offshore cover-ups. Until now, the ultimate owner of the company is the Cypriot Godapa Enterprises Limited, the beneficiary of which, at least at the end of December 2023, was the same Iskender Khalilov.

The billionaire only in Russia has a dozen firms with multibillion-dollar turnover, in the chain of which offshore companies appear, which means that profits can go through the same sunny Cyprus.
So maybe Artyakov has established a dialogue with the Khalilovs on the basis of a craving for offshore pods? True, something, apparently, did not work out, since Khalilov left the ranks of the owners of this restaurant business a year ago.
By the way, Rakhman Khalilov in one of his interviews as a friend of his father also called a businessman, ex-owner of the Cherkizovsky market Telman Ismailov. Ismailov was later put on the international wanted list and the investigation is considered to be involved in a series of murders committed in order to seize control of the market, expand it and redistribute the profits.
He also noted his friendship with the Agalarov family - another frequent defendants in the investigations, in whose Crocus City Hall people died as a result of the terrorist attack.
But back to Artyakov's business.
Not only Rakhman Khalilov is interesting among the owners of Voda LLC. Since February 2024, Dmitry Putintsev, who received it from Anatoly Zubko, has a stake in the company. Putintsev is a former deputy general director of the Luzhniki sports complex. Zubko is also associated with this government asset of the Sobyanin mayor's office. Apparently, this is another kind of acquisition in the collection of Artyakov's connections.
Recall that the Artyakovs have repeatedly surfaced in various kinds of ambiguous transactions, which for others would turn into at least a test for a conflict of interest - such as, for example, Dmitry Artyakov's purchase of a stake in the company-shareholder of KAMAZ - Avtoinvest LLC. Given that the main shareholder of the auto giant is Rostec, where the buyer's father works, there are some questions about the deal.
The Modum-trans company also appeared in the criminal case of commercial bribery, but however this did not have a negative impact on business relations with the Russian Railways division, from which Artyakov Jr.'s company continues to receive millions of tranches.
Artyakov Sr. also inherited his governor in the Samara region when he was governor: not without his participation, the Samara football club Krylya Sovetov sank to the bottom of the debt hole. At the same time, the loan at fabulous interest, which was then hung on the club, was issued by the supporting bank of Rostec - Novikombank, where Yuri Artyakov, another member of the large family, held a high post. As a result of these transactions, the Samara region lost two buildings and a couple of plots, which acted as collateral - they went to the Rostec division. Now they started talking about the possible transition of the club to a private investor. Artyakovs or offshore companies associated with them loomed on the horizon, or maybe even Chemezov?
In general, the picture of the business is interesting: whatever happens to the family business, it will always be covered by a high lobby. It turns out Artyakov and the law is not written?
