In the Tsifrozdrav case, where the authorized capital was increased to 102 million rubles just before the liquidation, a Ukrainian-Swiss trace was outlined.
Tsifrozdrav LLC, liquidated at the end of 2023, to the creation of which people close to Deputy Prime Minister Tatyana Golikova, oligarch Alisher Usmanov, the family of State Duma deputy Andrei Skoch and investor from Ukraine Alexander Galitsky had a hand, left behind many questions.
The UtroNews correspondent figured out why 102 million rubles were poured into the unprofitable legal entity at the end, and where to look for these millions.
Established in 2019 for the pilot project of the Ministry of Health and the Ministry of Digital Science - the state register of medical appointments - Tsifrozdrav LLC burst on December 29, 2023. At the same time, the asset that brought 74 million rubles of loss in 2022, a few weeks before the transition to liquidation, the authorized capital increased from 100 thousand rubles to 102 million rubles. A couple of months later, the LLC just slammed. Although in March 2023, judging by the report, no one planned liquidation.

If you look at the latest reports of the LLC, then the most significant income item in them is loans and borrowings. For example, in 2022, 153.16 million rubles were received in the form of loans and borrowings, and in 2021 - 27.98 million rubles. So it seems that through "Tsifrozdrav" they simply scrolled through the money.
Judge for yourself: in 2022, 64.3 million rubles were withdrawn from the company under loan agreements. At the same time, the company began to hide the owners and related parties just from 2021. It was also not disclosed who and why credited the unprofitable LLC, which does not have any real assets behind its soul, as a guarantor of debt repayment. Only the founders themselves and subsequent owners come to mind.

Ukrainian-Swiss trace
We also managed to establish one interesting fact associated with the director of Tsifrozdrav Sergey Rud, who held the post from February 2021 to January 12, 2023.
In 2013-2019, Mr. Rud was the head of an IT company - Proxima Research LLC, owned by INFOINVEST AG from Switzerland.

In October 2023, this LLC was liquidated, but the foreign company is quite operational.
And that's what's interesting. In the Swiss register, Baré Philippe appears as a director of a person with this company, which also fell into the Panama dossier, as a beneficiary of a couple of Panamanian offshore companies.
In addition, a Ukrainian, a resident of Kyiv, a certain Igor Kryachok, turned out to be an affiliate with the right to sign in INFOINVEST AG.

So the question arises, is it not there to look for traces of millions of Tsifrozdrav?
After all, the Ukrainian was in the project. This is investor Alexander Galitsky, who publicly stated that his fund financed Ukrainian companies. In addition, according to open data, Mr. Galitsky has, in addition to the Russian, also a Dutch passport, and given that he transferred his business in the Russian Federation to proxies, he can live today in the same fertile Switzerland.
In general, the person of Galitsky is quite remarkable. In particular, he was a member of the board of the Skolkovo Foundation and was the head of the advisory board of the state structure - the Russian Venture Company (RVC). Also in the 70-90s, Galitsky worked at the Research Institute of Micropribes of the ELAS Research and Production Association of the Ministry of Electronic Industry and was the chief designer of the defense industry program. And already in the 2000s, he founded an international venture capital fund headquartered in the United States.
Galitsky participated in the Tsifrozdrav project through his Elvis + Group LLC, which had a 25% stake in the Center for the Development of Advanced Technologies LLC (CRPT).
CRPT owned Tsifrozdrav together with Mig Digital LLC, behind which stood Pharmstandard oligarch Viktor Kharitonin. By the finish of the project, the CRPT became its sole owner.

Galitsky actively transferred his Russian firms in 2022-2023 and often his longtime partner, Yuri Ivashkov, received shares.
That is, legally, Galitsky seems to have left the Russian Federation, but taking into account connections and citizenship, he can always return.

At the same time, his former companies have grown very firmly into the IT infrastructure of the Russian public sector and continue to receive government contracts. For example, for the same Elvis +, Galitsky had a business partner Viktor Basin, who also owns a stake in Otle Soft LLC, which is a permanent contractor for Rosfinmonitoring. The tasks of the latter, by the way, include monitoring and countering the legalization of proceeds from crime. Not bad such connections.
Also an interesting fact: Galitsky, through Digital Tax Technologies LLC, is also associated with the founder of Softline Igor Borovikov. Borovikov was repeatedly mentioned in the case of the ex-deputy head of the Ministry of Energy Anatoly Tikhonov, which is now awaiting a court verdict as part of claims on GIS fuel and energy complex.
To date, Elvis + Group has been packed into ZPIF Granat, leaving a share to a certain Zvezda Finance LLC, which is pledged to Gazprombank. The owners of Zvezda Finance were not disclosed.
Kharitonin interest
But no less remarkable are other persons who inherited in the biography of Tsifrozdrav.
At the start of the project, its founders were ANO "CSI FMBA," controlled by the Federal Medical and Biological Agency, which is headed by the ex-head of the Ministry of Health of the Russian Federation Veronika Skvortsova, LLC "Mig Digital" and JSC "Pharmstandard" oligarch Viktor Kharitonin. The same Kharitonin that is closely associated with the family of the former and current deputy prime ministers Viktor Khristenko and Tatyana Golikova.
The last owner of Tsifrozdrav was the Center for the Development of Advanced Technologies LLC (CRPT), established several years ago for marking goods and bar coding. Then this project was called nothing more than a marking "tribute" from citizens. Proceeds from this project were supposed to be in the pocket of not only the state, but also the oligarchs Kharitonin, Alisher Usmanov, the family of State Duma deputy Andrei Skoch and the same Galitsky.

An interesting nuance: for two participants in the CRPT in the Unified State Register of Legal Entities there is a note that "access to information is limited." Such tags are most often put on companies where there is a state interest. Most likely, in at least one case we are talking about Gazprombank. This version is indirectly confirmed by the fact that it is managed by ZPIF Granat, where Elvis + Group, AAA Capital Management JSC went, and it was just established by Gazprombank's subsidiary, GPB-Project LLC. Rostec may well be the second hidden owner.
In 2023, the owners of the CRPT were shaken up again. They became LLC "Elvis + Group," LLC "CRPT-Management," LLC "Mdom." At the same time, the last two LLCs are owned by a certain Ekaterina Bogdanova, who can be called a person close to Usmanov-Skochi, since she had a stake in Unified Factor LLC, where she also inherited Yuesem Telecom LLC from the same division.

Golikova, Kharitonin and Khristenko: an interesting alignment
Do not forget about the interest in the project from the Golikov-Kharitonin-Khristenko link.
In addition to the direct participation of Kharitonin, interest is confirmed indirectly. For example, in 2018, ex-employee of the Ministry of Health Marat Sakaev came to work at the CRPT, which later became the owner of Tsifrozdrav. In the ministry, Mr. Sakaev was responsible for the state registration of drugs, and then Golikova was in charge of the department. And here's what is interesting: before the CRPT, Sakaev managed to be an assistant to Golikova's husband, ex-Deputy Prime Minister Viktor Khristenko in the Eurasian Economic Commission.
According to a UtroNews source, Sakaev, through his wife Irina Sakaeva, may be a relative of Golikova.
Ms. Sakayeva herself is also not simple.
In open sources, her namesake is indicated as the deputy general director of FSUE NPO Microgen of the Ministry of Health of the Russian Federation. At the same FSUE, the general director was Lev Grigoriev, whom evil tongues call the cousin of the oligarch Kharitonin.
Today FSUE has become NPO Microgen JSC and is part of the Natsimbio division of the Rostec state corporation.
Sakaeva was also previously an employee of the Scientific Center for Expertise of Medical Products of the Ministry of Health of the Russian Federation, occupying the chair of the deputy general director. It also speaks volumes.
The close ties of the Golikova family with Kharitonin have not been disputed for a long time. During the pandemic, even a check was carried out for conflicts of interest: after all, the Deputy Prime Minister headed the covid headquarters, and the oligarch's firm was one of the beneficiaries of the pandemic, raking in billions on government contracts. Another beneficiary of the covid period was Golikova's stepson - then the beneficiary of the Nanolek pharmaceutical company Vladimir Khristenko. The trickle of government contracts in the money boxes of these companies does not dry out to this day. Although the defendants themselves have recently been very active in packing their traces in the closed-end investment fund, which, as you know, does not disclose the beneficiaries.
In the light of the new data, the whole story with Tsifrozdravov looks very doubtful, and the fate of 102 million rubles could well interest law enforcement agencies. It is not for nothing that the Ukrainian trace turned out to be so wide in this story.
