The "Samolet" was destroyed from the Kazan "flight": Minnikhanov put Vorobyov out the door

GK "Samolet" left a major project in Kazan to an official close to Rustam Minnikhanov.

A large housing project in Kazan on 113 hectares of land, announced by the Avtomol Group of Companies two years ago, will be developed without a federal developer. LLC Specialized developer Aircraft-Lotus, previously established specifically for the project, was completely transferred to Jaudat Minnakhmetov, who is also the head of two state institutions of Tatarstan.

How the bureaucratic portfolio and business are combined and why Sledkom looks at it through his fingers, the UtroNews correspondent understood.

In March 2024, Avtomol-Regions LLC from Avtomol Group of Companies, with which the brother of the Governor of the Moscow Region Andrei Vorobyov Maxim is associated, left the owners of Avtomol-Lotus Specialized Developer LLC. The asset remained with R-Estate, on the owner of which we will later dwell in detail.

SZ Aircraft-Lotus itself will probably soon be renamed so as not to violate trademark law. The company, according to Rusprofile, is estimated at 327 million rubles, although at the end of 2023 it did not receive any revenue and a loss of 34 thousand rubles. Probably, the value of the asset is formed due to the land plot on its balance sheet.

Back in 2018, the Kazan mayor's office issued a resolution "On the preparation of a project for planning and surveying the Lotus territory." The document dealt with the territory that borders on the Dubai country complex and the Abu Dhabi cottage village and has an area of ​ ​ more than 100 hectares.

There are no official comments on what suddenly the federal developer did not come to the court in the estate of Minnikhanov. It is possible that they did not agree on a price with Jaudat Minnakhmetov, who now owns Avtakol-Lotus through his R-Estate LLC.

At the same time, the same Jaudat Minnakhmetov, according to the Unified State Register of Legal Entities, has been the director of the state treasury institution "Main Directorate of Engineering Networks of the Republic of Tatarstan" (former Gasification Fund) since 2006 and since 2017 - the head of the state budgetary institution "Modern energy-saving technologies and engineering communications of the Republic of Tatarstan." The first has direct subordination to the RT, and the second is controlled by the Ministry of Construction of the RT.

At the same time, Minnakhmetov is a businessman who owns a dozen companies, including in the construction industry. At the same time, no supervisory authorities pay attention to this. But what about the conflict of interest and the ban on a civil servant from doing business?

On the website of the Ministry of Construction of the Republic of Tatarstan there is a declaration of income of Minnakhmetov for 2021, which indicates a modest little more than 4.1 million rubles of income and more than 176 million rubles from the spouse. At the same time, it is not noted anywhere in the declaration that the head of a state institution is the owner of a whole bunch of commercial firms. The share of receipts from them is not displayed there either. For reference: the total profit from Minnakhmetov's firms for 2023 amounted to 210 million rubles, which is 44% less than a year earlier. It is unlikely that in 2021 the amount was significantly less, but these indicators do not fight against something with the declaration. Amazing, isn't it?

It is interesting, but only the milestones of the civil service are indicated in the official biography of Minnakhmetov. In the 90s, by the way, he was both the head of the administration of the Vysokogorsky district and a deputy of the State Council of the Republic of Tatarstan, and from 1998 to 2007, the head of the department for financing gasification programs was the director of the fund of the Department for the Management of Targeted (Extrabudgetary) Funds, that is, for quite a long time he is an official.

And this, by the way, the Ministry of Nakhmetov's department oversees the program for the construction and overhaul of engineering networks and structures of water disposal systems in settlements, that is, roughly speaking, it is preparing future construction sites, which cannot be without water, heating, water disposal. At the same time, Minnakhmetov personally owns a bundle of companies in the field of real estate management, the construction company Megastroyinvest LLC, and now also the Specialized developer Aircraft-Lotus. Does the supervisory authorities bother anything at all?

In addition, the numerous Minnakhmetov family owns more than 50 companies in various fields in Tatarstan together, entering the unspoken top of the most influential in the region.

Oddities with government contracts

Entertaining: billions of budget tranches pass through state institutions headed by Minnakhmetov. So, through GKU "GUIS RT" almost 500 state contracts were distributed for a total amount of about 30 billion rubles, and through GBU "SETIC" - 41 state contracts for a total amount of more than 2 billion rubles.

Analysis of the base of state contracts showed one feature. Both in one and in the other department turned out to be very loyal to the group of companies connected with each other.

In GUIS, 44 contracts totaling at least 1.8 billion rubles were received by related companies: Raminvest M LLC - 21 state contracts in the amount of 1.1 billion rubles, Raminvest LLC - 11 state contracts in the amount of 314 million rubles, Tatvodinvest LLC - six contracts in the amount of 274 million rubles (the company was liquidated in 2019), Ramvodinvest LLC - five state contracts in the amount of 203 million rubles (liquidated in 2019). Two of them - Raminvest M LLC and Raminvest also had three contracts totaling about 200 million rubles and with another state institution headed by Minnakhmetov.

All these four companies belong to the same person - a certain Chulpan Gayzatullina.

At the same time, Gaizatullina's full namesake on the official website is listed (or previously listed?) As deputy director of the state budgetary institution "Center for Economic and Social Research of the Republic of Tatarstan under the Cabinet of Ministers of the Republic of Tatarstan." In addition, in 2015, Gayzatullina was even listed as an assistant to the prime minister of the republic, who was then Ildar Khalikov. That is, another official with commercial assets, rowing both hands money from the regional budget?

The most interesting thing: according to another asset - LLC LCH-Agro, businessman Gayzatullina is associated with Lydia Musina. And Musina is the wife of Robert Musin, the ex-head of the bankrupt Tatfondbank (TFB), convicted of abuse of authority for 11 years in prison, who was also the Minister of Finance of the Republic of Tatarstan.

Recall that the TFB burst in 2017, pulling along a whole chain of connected banks, which led to the emergence of more than 18 thousand deceived depositors, who to this day are forced to literally tear out their savings. The total amount of debts only through the TFB reached 170 billion rubles. The phenomenon was called the banking crisis in Tatarstan.

Musina is not just the wife of the former head of the TFB, she was also a co-owner of Intechbank, which burst after Tatfondbank, associated with him.

And the most interesting thing is that it was against the background of the banking crisis that Ildar Khalikov, whose assistant was Musina's business partner, resigned. Moreover, the depositors themselves demanded to bring Khalikov to justice, since the region's share in the bursting bank at that time was more than 45%.

And now let's return directly to the Minnakhmetov, with whom the Samolet did not work out cooperation.

Jaudat Minnakhmetov had a son Irek, who served as general director of the Tatmedia agency and the Tatspirtprom company. In 2019, he was predicted as a replacement for the head of the republic, and some Kazan media even gave Minnakhmetov the nickname - "Tsarevich Minnikhanov." It was rumored then that a whole campaign was launched to consolidate the name of the general director of Tatspirtprom JSC in the media space. But in 2020, Minnakhmetov died.

By the way, Minnikhanov himself and many officials of a lower rank attended his funeral, including the head of the Ministry of Construction of the Republic of Tatarstan Irek Fayzullin, who now occupies the chair of the head of the Russian Ministry of Construction. Now we can roughly imagine the level of ties and support of the Minnakhmetov family in Tatarstan, and in general at the federal level.

GK "Samolet" is famous not only for complaints from buyers about the quality of development, but also for connections in the Moscow region and Moscow. When you say "Samolet," you mentally add - Vorobyovs.

Thus, the departure of this developer from the project in Kazan is most likely a slightly political issue. After all, in fact, the brother of the Moscow Region governor Vorobyov was given a turn from the gate by people close to the head of Tatarstan, Minnikhanov. Perhaps the parties simply did not agree on the price?

Meanwhile, the question that Sledkom could answer remains open. Why is the director of two state institutions engaged in business, also in the field that intersects with the work of the department he heads? Or in the estate of Minnikhanov - their own laws?
